The first and best option for seeing Takarazuka is to reserve your tickets by phone.

You can call in English to order tickets by phone up to 2 months in advance of the opening day for a show. Say which day you want tickets for. If requesting tickets in a section that has a choice of 1st floor and 2nd floor (balcony), you will be asked which you'd like.
 
Don't be discouraged from calling because of the sentence on the official site which instructs you to call in Japanese. I began talking in Japanese once, and the woman asked me if I spoke English; we preceeded to make the reservation in English instead.
 
Make sure to call the theatre for the performance you wish to see - there is a separate phone number for each.
 
I highly recommend ordering tickets ahead of time, because you won't know if the seats will be sold out on the day you go. You don't need to pay for the tickets until you arrive; if you call by phone the tickets are simply reserved for you. You'll be given a reservation number, which you present at the ticket counter.
 
You may need to call numerous times; I called every few minutes one evening in order to get through. The line is usually busy. You'll want to call in advance, because when I was in Japan and tried to call for tickets a few days ahead of time I wasn't able to get through.
 
If you are going to Takarazuka as a member of the press, I expect you can get free tickets. A woman writing for a French magazine asked me about press privileges and was able to get two tickets even though the show was sold-out to the public, as well as arranged an interview with a Takarazuka star.
